The project focuses on the district of Carabayllo, which was created on June 29, 1825 by the Liberator Don Jose de San Martín, becoming over the years in the most extensive of the capital with 34,688 hectares.

Its limits are by the north with Ancon and the province of Canta, by the south with the districts of Comas and San Juan de Lurigancho, to the east with the province of Huarochirí and to the west with Stone Bridge.
Within the territory of this district with more than 150 thousand inhabitants are the Lomas de Carabayllo (where about 30 thousand people survive, being 13 thousand the number of children), one of the places with greater population growth, where they have been forming Numerous human settlements such as Cruz del Norte, Nueva Jerusalén, Villa Rica, Valle Sagrado, Juan Pablo II, San Benito and Cerro Campana, located near the El Zapallal sanitary landfill.
The AA. HH John Paul II was founded on May 8, 1988, having currently 1,000 families, with a population of 3,000 children, children and adolescents.
The extreme poverty of its inhabitants, prompted many families to live on the trade (trash cans, plastics, paper, cardboard, etc.) of garbage, so many children and adolescents from the age of five Are engaged in this activity, causing them serious health problems due to high contamination with organic materials that they handle without any health care, causing them to date unfortunate consequences.
AA girls, boys and teenagers. H H. Juan Pablo II, show 70% of problems of low schooling, as a result of family poverty, since they can not have books and study materials, which support their schooling.
Parents with their poverty can only buy them, some school supplies, not textbooks and school books, because they average costs of 15 to 20 euros each and are used around 6 books per school year.

The number of children of school age within the family is also a problem that affects school learning, given that limited income can not support all those who study, excluding the youngest of school age, by the Limited income.
Among the main characteristics have been found the following:
The AA. HH Juan Pablo II do not have the basic service of water and drainage, in recent times the leaders through managements have facilitated the provision of electric service. Also, the constructions are quite precarious.
Thus we understand that the current social model puts at risk the development of children and adolescents and make their Rights vulnerable as guarantees for a healthy life with wellbeing and peace.
At the cultural level the problems of maladaptation are very strong, especially since the adult population is of Andean origin. They face difficulties because they belong to a social and cultural environment that lacks support for their development.
As for the adolescents between 12 and 17 years old, if they show problems and conflicts with the family relationship, the expression of rebelliousness is channeled into their early school delay, falling early in the consumption of alcohol and in acts of delinquency usually caused by frustration Of their living expectations with poverty.
It is important to note that the project will seek the participation and development of the education of girls and adolescents because they have a high percentage of school backwardness, as the family burden limits their access to education. Girls replace mothers when they work, thus recharging their little brothers and sisters in their short years of life, it has also been observed that they receive punishment and mistreatment from their parents, when Task is not performed properly.
In this context, 50% of girls and 50% of boys will participate in the project, thus generating gender equality. In this sense, girls will be promoted to overcome their backwardness.
The marginal urban families present serious difficulties in the family coexistence, as an effect of the misalignments of the peasant milieu. In the family dynamics it is observed relations of abuse and internal violence generated by the consumption of alcohol by their parents; Fundamentally affecting the lives of women and children, who are the victims, causing this situation traumatic effects.
In Peru, 33% of women between the ages of 15 and 49 believe it is appropriate to use physical punishment to educate their children. On the other hand, 49% of children are beaten by parents. Also, it is estimated that 8 out of 10 cases of sexual abuse have an aggressor as a member of the victim's family environment and that 6 out of 10 pregnancies in girls (11 to 14 years old) are the result of incest or rape. All these figures give clear signals of the serious problem that persists in our society and that can increase, since many of the victims will continue to maintain in silence the aggressions that they live and feel.

Due to the high rate of violence and abuse suffered by children and adolescents, it is important to promote actions to reduce the high incidence rate of this serious social problem that affects not only physically but also psychologically the normal development of life; Generating aggressive attitudes, low self-esteem, causing violence to reproduce as a product of the traumatic consequences of those who have suffered.
In a vulnerable social environment not to respect the rights due to the reproduction of a culture of violence and where impunity is a daily occurrence, it is necessary to act with strategies that involve the social groups to create and sustain a Culture of Peace.
As for the serious problem of illiteracy in the country, the National Literacy Program in 1999 revealed that 82% of illiterates were women; Being that these correspond 86% to the rural areas and 12% to the marginal urban areas.
It can be said then that illiteracy in Peru has a feminine face, which must be overcome; Because democracy can not be built with the marginalization and exclusion of an important population sector such as women. Women in the rural area, the sierra and the Amazonian ethnic groups are those that show higher levels of illiteracy.
That is why it is urgent to overcome this stage of deterioration and demagoguery, one of the points that will be discussed in Congress about the new General Education Law is the progressive increase of the budget for this sector, until reaching 6% or 7% of the General Budget of the Republic. Said Law proposes to create the Peruvian Institute of Evaluation, Accreditation, Certification, that will allow the citizen control of the educational entities.
